Members of the public will soon be taking their camera phones to the streets in order to catch law-breaking motorists in a scheme backed by a former police chief.   Voluntees at Police Witness - a group set up by former assistant chief constable Alan Featherstone - are being told to lie in wait with their camera phones at any point on the nations roads and snap drivers as they take calls at the wheel.
